BYLAWS

Preamble

These Bylaws are the statutes of government for this Alpha Chapter of Zeta Zeta Aviators Club Fraternity, written in conjunction with the Constitution to more fully define the powers, roles, and functions henceforth authorised.

Article I Name, Purpose, and Laws Governing

  1. Name: This Chapter shall be known as the Alpha Chapter of Zeta Zeta Aviators Club.
  2. Purpose: The purpose of this Fraternity shall be to express love for creation at all costs, to cultivate radical positivity and outlook, and to promote unity, rowdiness, righteous motivation, intrinsic understanding, more lasting friendships, and perseverance among its members, as guided by its three Tenets as reality and aspirations:
    1. Rowdy Boys Only
      • Aspiring to live defiantly and with intestinal fortitude.
    2. Detentioners Only
      • Aspiring to fight for justice within and without process and procedure, at all cost.
    3. Aviators Only
      • Aspiring to see tomorrow as one looks to the moon and envisions the potential and positive trajectory of what can and should be.
  3. Laws Governing: The laws governing this Chapter shall be the Zeta Zeta Aviators Club Constitution, The Ritual Book of Zeta Zeta Aviators Club, Chapter Bylaws, and The Code of Conduct.

Article II Chapter Organization

    1. Elected Officers and Duties: Elected Officers of the Chapter shall be the Presidents, Vice President, Secretary, Sergeant-at-Arms, and Historian.
      1. Officers elected of the Grand Council of Zeta Zeta Aviators Club shall maintain their corresponding roles within the Alpha Chapter.
    2. Chapter Officer Duties: The duties of the Officers of the Zeta Zeta Aviators Club shall be those prescribed in the Constitution and those prescribed in these Bylaws:
  • Presidents – The two Co-Presidents shall be responsible for approving bids and pledges to move forward in the initiation process, manage expenses for funds established to help Aviators afford a paid activity, oversight of Officers in the accomplishment of their roles, ratifying changes to Chapter Bylaws, and serving as Chapter Representative.
  • Vice President – The Vice President shall perform the duties of the Presidents in their absence or act as Co-President in the absence of one Co-President, shall be responsible for administration of the Chapter digital presences in format and content, and shall oversee and encourage other Officers and Committee Chairs in their roles.
  • Secretary – The Secretary shall be responsible for Aviators Club correspondence within the Fraternity, maintain meeting minutes at Aviators Club meetings, maintaining correspondence with outside entities, and maintenance of the Record of Membership.
  • Sergeant-At-Arms – The Sergeant-At-Arms shall be in charge of order and discipline at meetings and Aviators Club activities and shall perform duties required as head of Rituals.
  • Historian – The Historian shall be responsible for maintenance of the Website, documentation of Aviators Club matters, and publication/fabrication of Aviators Club materials.
  1. Appointed Officers: The Presidents may appoint the following Officers:
    1. Recruitment Chairman;
    2. Public Relations Chairman.
  2. Term of Office: Officer terms are January 1 to December 31 in a given year.
  3. Committees: Committees shall be formed in the following manner.
    1. Committees shall consist of an Officer-appointed and presidentially-approved chairman and Aviators so solicited by the appointed Chairman.
    2. Committees shall be formed as needed.
    3. Committees may be formed for the following purposes:
      1. Code of Conduct Committee shall be established after the Foundation of this Chapter, and may reconvene as needed or bi-annually.
      2. Interest and Public Relations Committee may be established for interaction with outside parties and organisations.
      3. Recruitment Committee may be established for the growth and maintenance of this Alpha Chapter.
      4. Athletics Committee may be established for development and execution of Aviators sporting events.
      5. Historian Committee may be established for assistance in the role of Aviators Club Historian, for publication of Aviators Club works, and for fabrication of Aviators Club materials.
      6. Philanthropy Committee may be established for charitable causes as submitted by Aviators.
      7. As needs arise, a committee on any matter may be formed as a means of orderly discussion on topics pertaining to Aviators Club.

Article III Voting and Election of Officers

  1. Any matters presented may be voted on at the same business meeting, except for changes to these Bylaws.
  2. Election Votes shall take place via anonymous online survey or, if in a physical meeting a quorum is present, via paper ballot.
    1. Election Votes tallied in person shall be counted by two appointed Election Chairs and verified by digital means.
  3. Elections resulting in indeterminate winners shall be handled as follows:
    1. In the event of a tie in an election, officer candidates may both occupy the office as Co-Officers, or may opt for a tie breaker.
      1. In this situation, a coin toss may be performed only once.
      2. In the event of an indeterminate flip (coin rolls away, lands in a crack, lands on its side, or any situation in which the side it landed on is either inapplicable or unreadable), they must perform the duties of the Office together as Co-Officers, unless an offer to relinquish the Office is given by a candidate.

Article IV New Members

The process by which New Members are accepted into our Fraternity is described below.

    1. Bidding: 
      1. Definition: A Bid is an invitation to join our Fraternity.
      2. Zeta Zeta Aviators Club membership begins with an expression of interest from the potential new member.
      3. In order to familiarise the Chapter with the potential new member, the Chapter Co-Presidents must present by name and summary any interested potential new member to the Chapter membership and Aviators Club Grand Council with an objection period of 3 days prior to extension of a bid.
        1. This 3 day objection period may be waived and a bid may be presented by unanimous vote of all Chapter officers and Grand Council officers, should members be unable to convene in a timely manner.
        2. If any Aviator objects to bidding a potential new member, they must submit their objection to the Grand Council in writing and may optionally state why they object.
        3. If no Aviator objects, the decision to extend a bid may go to the Co-Presidents of the Fraternity.
        4. The decision of who may receive a bid is at the discretion of the Co-Presidents of the Fraternity.
      4. Once their expression of interest has been acknowledged and accepted by two Aviators, one of whom must be a Co-President of the Fraternity, having received no objections from the Chapter membership or the Grand Council, they may be extended a Bid.
      5. Eligibility: Only those who satisfy the requirements set forth in the Constitution may be extended a Bid.
      6. If accepted, this new member must be instructed on the method of Tufore in preparation for the Pledging Ceremony.
    2. Pledging:
      1. Definition: A Pledge, is defined as one who has pledged to Zeta Zeta Aviators Club in the Pledging Rite as set forth in the Ritual, but has yet to perform their Tufore and undergo Initiation.
      2. Eligibility: Those eligible to pledge are those who have been extended a Bid.
      3. Requirements: To be considered Pledges, one must undergo the Pledging Ceremony, through which the Tufore reception method is announced, or otherwise be approved by both Presidents including their method of Tufore.
      4. Pledges may:
        1. View and participate in Aviators group chats;
        2. Learn in brief necessary Aviators Club history and lore;
        3. Attend business meetings and Aviators Only events.
    3. Initiation:
      1. Initiation Rites as set forth in the Ritual are to be kept secret from anyone outside of the Aviators Club, except for brief details about the Tufore requirements as given to Pledges.
      2. The Presidents may perform the Ritual, or both Presidents may appoint the Sergeant-at-arms to do so.
      3. The Tufore shall be received by any method of the Pledge’s choice so long as it is in accordance with the Ritual and Bylaws, and it is a method approved by either both Presidents or the Sergeant-at-arms, a President, and at least one other Aviator.
      4. The Tufore reception is the repetition of 24+1 acts performed to or by the Pledge, after the completion of which they may fully initiate as Aviators, as outlined in the Ritual.
      5. The Tufore reception must NOT involve: drinking, drugs of any kind, blood pinning, or anything that may cause significant or irreparable damage to body, mind, or reputation.
    4. Degrees: There shall be no further Degrees to membership once an Aviator has been duly initiated.
  1. Attendance: The Potential New Member or Pledge may opt to have the scheduled Rite be performed among other available Aviators with a minimum of seven days notice before the date of the Rite. Otherwise, it will be performed only in the presence of the Presidents or Sergeant-at-arms.
  2. New Aviators must receive a Wings badge, a Foundation book, a Certificate of Initiation, and paraphernalia as determined by the Sergeant-at-arms and the Presidents.
  3. New Aviators gain rights of full membership immediately upon Initiation.

Article V Moderation, Discipline, and Penance

    1. In the event an Aviator violates the Constitution, these Bylaws, the Code of Conduct, or otherwise behaves in a manner unworthy of Zeta Zeta Aviators Club, the following actions shall be taken by the Sergeant-At-Arms:
      • 1st and 2nd Offense – Warning – A verbal warning shall be issued by the Sergeant-At-Arms in private.
    1. Any punitive decision may be appealed directly to the Co-Presidents, who may grant a pardon or a dismissal of the case.
      1. If two Presidents are present, they must both agree to pardon or dismiss a case resulting in punitive action.
      2. If there is one President, they must act in conjunction with the Vice-President instead.

Article VI Common Spaces

  1. Common Spaces are defined as Aviators Only spaces both digital and physical wherein Aviators and Pledges may congregate exclusive to the greater public.
  2. Aviators may designate a meeting room, meeting location, or Group Chat where Aviators congregate as a Common Space.
  3. Aviators may behave in accordance with the Code of Conduct within these designated spaces.
  4. No Aviator shall be made unwelcome to these spaces unless by means of severe disciplinary action.

Article VII Meetings

  1. Notice Required: The Presidents shall post notice at least seven days prior to the time for which the meeting is called.
    1. This notice may be 24 hours for the hearing of emergency matters by consensus of all Officers.
  2. When held: Meetings will be held in a private, Aviators-Only common space as needed.
  3. Order of Business: The following order of business shall be used in every meeting, but may be suspended in part, or entirely, during any one meeting as by a majority vote of those present:
      1. Initiation of New Members (Rites I and II);
      2. Call to Order (Auxiliary Ritual A);
      3. Attendance;
      4. Reading of prior meeting minutes;
      5. Election of officers;
      6. Proposals for pledging;
      7. Reports of officers and committees;
      8. Irregular and unfinished business;
      9. New business (motions);
      10. Appointment of committees;
      11. Questions of Chapter Policy;
      12. Adjournment (Auxiliary Ritual Ω).
  4. Parliamentary Procedure in Effect: Robert’s Rules of Order, Revised shall govern the parliamentary proceedings of all meetings.

Article VIII Insignia

  1. Insignia is defined as the Great Seal, Arms, Wings, and Initiation Pin of Zeta Zeta Aviators Club.
    1. The Great Seal of Zeta Zeta Aviators Club is defined as the Arms on radial array, with 2 gauche and 4 droite, encircled twice and bearing the name of the Fraternity and year of establishment, primarily for use on official documentation of the greater Fraternity.
    2. The Arms are defined as bearing the gold Wings with Motto and Zeta encircled, the Four-Count White Stars on gold, the Two-Count Gold Flashes and Zeta Sigil on blue, and the Crossed Swords overlaid, for use on correspondence within and without the Fraternity.
    3. The Wings are gold Aviation wings with Motto on each wing, and Zeta encircled.
    4. The Initiation Pin is a badge bearing the ceremonial and honourable Blood Wings given to the newly initiated and signifying membership in the Fraternity. It may be worn on any garment, at any time.
  2. Insignia may be present and visible in common spaces.
  3. Insignia shall be used on official Aviators Club correspondence within and without the Fraternity.
  4. Insignia may be reproduced by any Aviator with or without the express permission of the Co-Presidents, excepting for use on non-official correspondence.

Article IX Conduct

Aviators may voluntarily conduct themselves in accordance with the spirit and Law of the Code of Conduct.

Article X Special Annual Events

This Chapter shall commemorate by means of announcement or event both Founder’s Day (January 17th, 2018) and Aviator’s Day (February 24th). Tufore Day (the 24th of each month) may be commemorated when possible.

Article XI Bylaws

The adoption, amendment, suspension, or the alteration in any manner of these Bylaws shall only be accomplished by the following procedure:

  1. These Bylaws shall be ratified by approval from all current officers and a ⅔ majority from all participating.
  2. The proposed amendment, or suspension, or alteration, shall be read to the chapter at each of two successive meetings and must be passed at the second reading by an affirmative vote of ⅔ of chapter members present.
  3. When the proposed change is presented to the chapter for the second reading, it shall not be subject to amendment or change from the floor, but must be adopted or rejected as read.

Article II: To establish the Office of the Vice Presidency and its duties in the Alpha Chapter.

Article IV: To amend bidding procedure for potential new members to allow for Alpha Chapter membership to become familiar with potential new members, to allow for an objection window for prospective bids, and to amend language to clarify Grand Council oversight of prospective bids.
